The so called “PEC da Blindagem” was a proposal to amend the Constitution to give elected politicians greater legal protection. It stated that they could only be prosecuted if Congress itself authorized it beforehand, through a secret vote.
In practice, this would let members of parliament block investigations and even avoid prosecution for serious crimes.

After strong public backlash, the proposal was revoked. But we must not forget.
